
Investments Exceeding SAR 400 Million
Partnership Agreements Signed Between Saudi Arabia and the Netherlands
Saudi Arabia and The Netherlands have signed a number of agreements and memoranda of understanding between entities in the environmental, water, and agricultural sectors, along with several Saudi and Dutch companies. These agreements involve investments exceeding SAR 428 million to develop and localize modern technologies in environmental, water, and agricultural fields.
H.E. the Vice Minister of Environment, Water and Agriculture, Eng. Mansour bin Hilal Al-Mushaiti, oversaw the signing of 27 agreements and memoranda of understanding during his visit to the Netherlands from June 10 to 12, 2025, in the presence of leaders from the ministry, as well as public and private sector representatives.
Among the agreements signed was a memorandum of understanding between the National Program for the Development of the Livestock and Fisheries Sector and the Dutch company Vig Jourd, aimed at localizing research related to combating livestock diseases. Additional memoranda were signed between the National Center for Research and Development of Sustainable Agriculture, the Dutch Greenhouse Consortium, HOOGENDOORN, Hudson River Biotechnology, and Wageningen University. These aim to launch initiatives in agricultural research and technology, and to establish partnerships focused on capacity-building in agricultural innovation, greenhouse farming solutions, and green biotechnologies.
The partnerships also included a MoU between the National Company for Agricultural Services and Delphi to support agricultural innovation, and further agreements between the Makkah Region Development Authority and Dutch companies Van der Hoeven Projects and Horizon 11 to transfer and localize biotechnology. Another MoU was signed between Alyaseen Agricultural Company and Copert’s trial center, to establish a partnership worth up to one million euros to enhance biotechnologies in pest control and crop protection.
Furthermore, an MoU was signed between the Saudi Company for Greenhouse Management and Agricultural Marketing and Plantae and Certhon for investment in localizing agricultural innovations. Another MoU was concluded between Lihy Group for Trade and Agricultural Investment, the Dutch Royal HZPC Group, and Gal Al-Sahra Potato Production Factory, with investments exceeding SAR 76 million to boost potato farming productivity in the Kingdom, including the establishment of a French fries processing plant equipped with the latest technologies.
His Excellency also witnessed the signing of six MoUs between Dava Agricultural Company and several specialized firms in vegetables, fruits, fertilizers, greenhouses, and software supply, with total investments exceeding SAR 292 million.
This visit comes within the framework of the Ministry of Environment, Water and Agriculture’s strategic vision and plans to elevate Saudi Arabia’s global agricultural competitiveness, expand local agricultural production and exports, and contribute to increasing trade volume between the Kingdom and the Netherlands—while strengthening international partnerships in alignment with Saudi Vision 2030.
